There are two parallel roads running north–south (NS1, NS2) and two parallel roads running east–west (EW1, EW2). Only one road of a pair ever carries cars at a time — pedestrians cross on the paired road precisely because it's the one guaranteed to be car‑free. The perpendicular pair is fully stopped throughout.
